Radio Outage

Radio Outage:

In the event radio communications in the city of Glendale are completely inoperable, the following plan should be considered / enacted by the Watch Commander:

  • Code 10 deployment should be immediately established and communicated via MDC, cell phone, in person or by other means.
  • Ensure Radio Shop Personnel are notified of the situation.
  • Make proper notifications up the chain of command.
  • GPD AXS should be considered as an alternate radio channel (different repeater/not trunked).
  • There will be a North and South staging area established. They are as follows:

    • South Staging Area for District 1, 2 and 3: Sears Upper Parking Structure (California and Central)
      • Alternate: GPD Station
    • North Staging Area for District 4 and 5: Glendale Community College Upper Lot
      • Alternate: Verdugo Hills Hospital Parking Lot (upper level)

  • Deployed field units will be told by field supervisors via cell phone, in person or via MDC to respond to their respective staging area for a roll call and briefing. Field supervisors will also respond to their respective staging area (north or south.) Even if no direction is given, officers should be familiar with this plan in order to know what to do in the event an outage were to occur. If they are on a radio call, they should clear the call as soon as feasible and report to their designated staging area.

    • Specialized units (SED, Narco, Marshals, DPU, etc.) should respond to either staging area based on their location at the time of the outage and/or where personnel are needed most.

  • Priority 1 radio calls will be dispatched via cell phone from dispatch to the field supervisor. Supervisors should phone dispatch at 818-548-3116. The field supervisor will then dispatch the appropriate number of units to the call from the staging area (Note: Officers will be unable to request assistance via radio, so consider dispatching the appropriate number of officers for the type of call).

    • In the event cell phones are down, land lines at the fire stations should be used to contact dispatch and/or OS. The red phone in the Operations Sergeant's office is a land line and can be reached at (818) 545-4341.

  • Once units clear a call, they will report back to the staging area for reassignment.
  • Alternate communications: Units should use department or personal cell phones, if desired, to communicate with each other. If operational, consider using Tac6D, Tac7D or SWAT 10D for unit to unit communication. Air Support could also be used to relay messages throughout the city.

If we lose 911, officers should deploy throughout the city and conduct roving patrols to assist citizens in need until such time the 911 system is back up and running. Officers should consider positioning themselves with radio range using a direct channel and relay messages throughout the city.

Conduct a roll call with all personnel (including dispatch) every hour.

OTHER COMMUNICATION OPTIONS:

  • Cellular Phones / Text Messages
  • Internet Communications (Aps such as "GroupMe", "Whats AP", "Zello" or "Messenger")
  • MDC's
  • Direct Channel Communication (TAC6D, TAC7D etc). Air Support can be used as a Radio Tower / Relay for Officers in the city on a direct channel.
  • Officers patrol areas, checking in to respective staging area every 30 minutes.
  • HAM Radio Operators contacted and deployed
